NOOSA PLAN 2020 PROPOSED AMENDMENT NO. 2 - POST PUBLIC NOTIFICATION FOR FINAL STATE GOVERNMENT MINISTERIAL APPROVAL · Report
Plans and drawings: the text below has words only, no drawings.
SPECIAL MEETING 12 DECEMBER 2024
• A 10m landscape buffer to Walter Hay drive is required to soften the impact on adjoining
development from the road.
• Whilst residential development in the Retail precinct is generally supported, it is considered
a significant change and will need to be investigated in a future planning scheme amendment
process.
• It is reasonable for the levels of assessment in the Business Park Precinct to be reduced to
code once initial development is completed. No changes to the Visitor Mixed Use precinct is
required as the provisions allow for code assessment once developed. The proposed
amendments will allow for a childcare centre to be a consistent use in the Business Park
Precinct.
• A reduction in the proposed internal 10m wide landscape buffer to 7m can deliver the
landscape setting outcomes sought, being high quality landscaping at understory and ground
level incorporating canopy trees. Carparking should remain behind buildings to ensure good
design and streetscape outcomes.
• The proposed transit hub site has undergone a grant funded design process lead by
consultants PSA in consultation with Translink to do determine how the site will function as
an interchange and provide layover areas for buses, whilst being integrated into the centre
with a high level of pedestrian accessibility and safety. The transit hub location is considered
more centralised to service the majority of the site and it is reasonable to amend the
annotation on the site from “Community” to “Transit and Civic ” to provide further clarity and
flexibility to allow for other supporting civic uses.
Recommendation
It is recommended the following changes be made to the proposed amendments as advertised in
response to these submissions:
• allow for the provision of the remaining 700m2 of showroom retail GFA on Lot 2 as can no
longer be provided for on Lot 22 due to the new health hub development;
• reduce the levels of assessment in the Business Park Precinct to code once initial
development is undertaken;
• increase the gross floor area for supermarket in the Village Mixed Use precinct to 3,500sqm
provided it is included in the overall 7,500sqm retail gross floor area cap;
• amend provisions for the Retail Precinct to acknowledge additional 6,200sqm retail gross
floor area remaining under the 24,500sqm cap;
• reduce the proposed 10m landscape buffer along Hofmann Avenue to 7m with supporting
provisions for it to be high quality landscaping at understory and ground level incorporating
canopy trees as features;
• amend annotation for Transit Hub Site from “Community” to “Transit and Civic” to be more
specific for the proposed transit hub and provide flexibility for supporting civic uses on the
site.
3. Short-term accommodation as an inconsistent use in Medium and High Density Residential
and Centres zones
The advertised amendments proposed to make short-term accommodation inconsistent in the
Medium and High Density Residential zones and Centre zones, excluding Cooroy and the western
side of the Village Mixed Precinct at Noosa Business Centre.
Submissions
Approximately half the submissions supported the proposed amendments and / or wanted greater
enforcement and control through the Short Stay Letting or Home Hosted Accommodation Local
Law. Whilst supporting the proposed amendments, supporters also wanted greater controls,
