GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
The relevant requirements of the Local Government Regulation 2012 are as follows:
165 Preparation of 5-year corporate plan
(1) A local government must prepare a 5-year corporate plan for each period of 5 financial
years.
(2) A local government must adopt its 5-year corporate plan in sufficient time to allow a
budget and annual operational plan, consistent with the corporate plan, to be adopted
for the first financial year that is covered by the plan.
(3) A local government may, by resolution, amend its 5-year corporate plan at any time.
(4) A local government must discharge its responsibilities in a way that is consistent with
its 5-year corporate plan.
The consultation process has now been undertaken. That process included:
seeking feedback from Council staff on the draft Corporate Plan via a staff newsletter;
development of a Your Say Noosa consultation page;
a media release calling for comment on the draft Corporate Plan; and
discussing the draft Corporate Plan when meeting with community organisations during the
consultation period (for example, the Noosa Residents and Ratepayers Association meeting).
The consultation period closed on 9 January 2016. Feedback was received as follows:
direct feedback from the community (3 submissions);
direct feedback from staff (3 submissions);
informal feedback from community meetings (refer to above); and
further feedback from Councillors.
Set out below is a summary of the feedback and details of any proposed changes to the draft
Corporate Plan.
Feedback during the consultation period
A. Draft Vision – “Different by nature”. This received good support and recognition as an excellent
vision especially from the community meetings. One suggestion from staff was that “Distinctive
by nature” may be better than “Different by nature” but this is not supported. Overall, there was
strong support for the proposed vision statement.
B. Draft purpose – We received a number of submissions in relation to the draft purpose of Council
and the associated wording on page 8 of the draft Corporate Plan. The feedback highlighted
that there should be more emphasis on the need to provide current local government services
as well as a focus on the future of Noosa Shire. This feedback came from both external and
internal comments. That feedback highlights that this section of the Plan can be improved in
that regard and appropriate changes have been made to reflect that feedback. We have also
taken the opportunity to strengthen the reference to Council’s community engagement role
(based on Councillor feedback).
C. The five themes – there was general support for the five themes approach. There were some
detailed suggestions for improving the wording of individual key focus areas. Based on that
feedback, the following changes have been made:-
shifting the reference to disaster management from theme 5 to theme 2;
