GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017

The arrangement has an initial period of two (2) years remaining with options to extend for a further
two (2) terms of twelve (12) months each.

The supply of asphalt and emulsion covered under this arrangement is intended for Council’s road
patching operations only. Asphalt supply for works to be delivered under the awarded contract for
roads resurfacing is covered within a separate contract.

There were 28 downloads of the Invitation to Tender documents from the LG Tenderbox with five
(5) new tender submissions received from Allens Asphalt Pty Ltd, Boral Construction Materials
& Cement, Neilsens Quality Gravels Pty Ltd, Allen Co Quarries Pty Ltd, and Polymix
Stabilising. The existing three (3) suppliers on the RPQS in Downer Infrastructure Services,
Kenilworth River Sand and Tropic Asphalts Pty Ltd were consulted during the tender process
and all existing suppliers agreed to remain on the RPQS, with Downer Infrastructure Services
and Kenilworth River Sand taking the opportunity to apply rise and fall to their pricing from the
previous 12 months.

For the purposes of a balanced and comparable evaluation, scoring was performed in two parts
independently, given three (3) suppliers tendered for asphalt and bituminous materials and the
remaining four (4) suppliers for quarry materials only.

Supply of Asphalt and Bituminous Materials

For asphalt and bituminous materials, a sample basket of goods and services was generated and
pricing extrapolated.

Tropic Asphalts Pty Ltd, Downer Infrastructure Services and Allens Asphalt Pty Ltd supply
quality product and it is considered beneficial that all suppliers be included in the RPQS, although
only Tropic Asphalts supply the particular emulsion that Council currently uses.

The following table demonstrates the preferred suppliers after the assessment of price and non-
price criteria. The suppliers are ranked, but will be utilised by Council staff subject to the product
required, product availability and work site location and logistics.

Supply of Quarry Materials

For quarry materials, there was no clear means to evenly and accurately compare the pricing of
the quarry suppliers, so only non-price criteria was assessed with no ranking to be implemented.

The suppliers to be included on the RPQS for supply of quarry materials are:
   Allen Co Quarries Pty Ltd;
   Boral Construction Materials & Cement;
   Kenilworth River Sand; and
 Neilsens Quality Gravels Pty Ltd.

The results of the evaluation are shown within Attachment 1 for each part.
