RECOMMENDATION
That Council note the report by the Civil Operations Manager to the General Committee Meeting
dated 16 January 2017 and:
A. Approve the addition or updated information of prequalified suppliers (RPQS) to the existing
register for a period of 2 years expiring 2 December 2018 for the supply and delivery of
premix concrete which includes the following suppliers:
1. Ailort Pty Ltd as trustee for the Cordwell Family Trust t/as Cordwells Concrete and
Boral Resources (QLD) Pty Ltd t/as Boral Construction Materials & Cement for Part A
and Part B; and
2. I.T. Finzel & S.G. Finzel t/as Noosa Minimix for Part B only; and
B. Subject to satisfactory performance by the suppliers, authorise the CEO to approve options
to extend the RPQS at the expiry of the first 3 year term and annually thereafter, for a further
term of 12 months, up to a maximum of 2 x twelve month extensions ending 19 November
2020.
REPORT
Council’s annual expenditure on the supply and delivery of premix concrete is approximately
$100,000 and over the period of the Arrangement will exceed $200,000 which therefore warrants
the establishment of a register of prequalified suppliers (RPQS). The RPQS will ensure that
compliance with the Local Government Act 2009 and Local Government Regulation 2012 is
maintained.
Council invited tenders for establishment of the RPQS for the Supply and Delivery of Premix
Concrete in 2015. Only two suppliers responded and were included on the RPQS. Due to the
minimal response, it was decided that this RPQS would be reopened to the market in October
2016 and was re-advertised for the opportunity of additional suppliers to apply and be added to the
RPQS listing. Council invited tenders again via LG Tender Box, and advertised the tender in the
Sunshine Coast Daily on 29 October 2016 and the Noosa News on 28 October 2016. All premix
suppliers within the Noosa, Gympie and Sunshine Coast Council areas were notified of the
invitation to tender. The arrangement has an initial period of two (2) years remaining with options
to extend for a further two (2) terms of twelve (12) months each.
