GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
There were nine (9) downloads of the Invitation to Tender documents from the LG Tenderbox with
only one (1) new tender submission received from Cordwells Concrete. The existing two suppliers
on the RPQS, Boral Construction Materials & Cement and Noosa Minimix, were consulted
during the tender process and both suppliers agreed to remain on the RPQS, but they did take the
opportunity to apply rise and fall to their pricing from the previous 12 months.
Due to the varying quantities required as a result of Council’s capital works programmes and
maintenance activities, this arrangement is established in two parts:
Part A – Capital Works Projects (including major maintenance) with a minimum delivery of
greater (>) than three (3) cubic metres per delivery.
Part B – Maintenance and operational works with a minimum delivery of less (<) than three
(3) cubic metres per delivery.
Pricing was also sought covering two (2) separate zones within Noosa Shire Council. Zone 1 is
designated for deliveries in the coastal suburbs, while Zone 2 is designated for deliveries in the
hinterland areas. The zones and the specific areas covered in the respective zones are detailed in
Attachment 1.
Cordwells Concrete and Boral Construction Materials & Cement have tendered prices for Part
A and B in both zones, while Noosa Minimix have tendered for Part B only in both zones.
Noosa Minimix have tendered for Part B only due to the nature of their business delivering small
volumes of premix concrete. Noosa Minimix source their premix concrete from the Boral facility.
Noosa Minimix’s smaller trucks have proved advantageous for Council where access is restricted
and therefore can save Council overall project costs by removing the need for concrete pumping
or by limiting the need for traffic control.
Noosa Minimix is the only supplier owned and operated locally from within the Noosa Shire
Council. Cordwells Concrete is owned and operated from Yandina, while Boral Construction
Materials & Cement is a multi-national company with premix batch facilities located at Noosaville,
Yandina Creek, Kunda Park and Gympie.
For the purposes of balanced evaluation, scoring was performed on both parts independently given
Noosa Minimix only tendered for Part B. In addition, so that price could be included in the
assessment, a sample basket of services was generated and pricing extrapolated. The results of
the price and non-price evaluation are shown within Attachment 2 for each part. The following table
demonstrates the preferred suppliers after the assessment of price and non-price criteria, subject
to supplier availability and work site logistics.
