EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Planning Scheme Project Manager to the General Committee
Meeting dated 16 January 2017 and authorise the Chief Executive Officer to make a submission
to the State Government on the draft State Planning Policy dated November 2016, that:
A. Offers general support to the broad policy initiatives contained in the revised State Planning
                          Policy; and
B. Seeks a re-write of the introduction to the State Interest – Development and Construction to
offer clearer support to the long-established planning principle of a defined hierarchy of
                          business centres.

REPORT
Following the passing of the Planning Act in May 2016, the State Government has undertaken a
range of planning reforms to support the operation of the new legislation commencing 3 July 2017.
The current State Planning Policy was last updated in April 2016. However with the new Planning
Act the Department of Infrastructure Local Government and Planning has undertaken a further
substantial rewrite of the State Planning Policy. This is a draft version and is currently being made
available for input from the community with submissions closing on 10 February 2017.

An extract from the Department’s website explains:

An updated State Planning Policy (SPP) is open for public consultation from 21 November
2016 to 10 February 2017 to commence alongside the new planning legislation on 3 July 2017.

The commencement of the new Planning Act in mid-2017 provides a timely opportunity to
review the state planning instruments that perform a key role in the planning system including
the Planning Regulation, SPP and State Development Assessment Provisions.

The updated State Planning Policy articulates the state's interests in planning and
development and provides direction to local government about how the state's interest should
be taking [sic] into account in local plan making and development assessment.

A final version of the updated State Planning Policy is anticipated by mid-2017.
