GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017

The existing State Planning Policy has 16 state interests and a further state interest has been
included in the new draft covering Infrastructure Integration. The 17 state interests are listed below:

The intention of the new Infrastructure Integration state interest is to ensure existing and future
infrastructure investment is utilised to maximum effect by way of greater emphasis on integrating
land-use plans and infrastructure plans. As a consequence, new development will be encouraged
in areas with opportunities to make better use of existing infrastructure, where there is capacity. It
follows that continued urban sprawl requiring new infrastructure investment together with
upgrading of existing infrastructure should not be the primary form of development, though the
state interest is not quite that explicit.

Council will need to have regard to the revised State Planning Policy when preparing the New
Noosa Plan.

Each of the 17 state interests will be supported by a guideline which is intended to assist local
governments to implement the state interest polices. The State Government is yet to release the
updated guidelines to align with the revised State Planning Policy. These will be important
reference works for preparing the New Noosa Plan.

There are no major reforms proposed with this revision of the State Planning Policy. Most changes
are in fact minor re-writes. The following changes are highlighted to Council.
