GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
State Interest Policy Change
General Changes to align with the new Planning Act 2016
Amendments to definitions
Key policy changes to reflect State government priorities of-
o Affordable and social housing
o Climate change
o Coastal planning
o Cultural heritage
o Renewable energy
o Urban design
Climate Change Climate change risks are to be avoided or mitigated to protect people and
property. Climate change is to be a key consideration in land use planning
and development assessment.
Changes are proposed to various state interests to include climate change
as a consideration.
Economic Growth Planning schemes are to demonstrate a 10-15 year supply of zoned and
serviceable land for future housing. (ShapingSEQ specifies a rolling 15
year supply)
Support to residential development mixed with other uses.
More support to intensive animal industries, including on-farm processing
and agricultural tourism.
Innovative approaches to tourist accommodation, including those using
technological advances.
Support to development and supply of renewable energy.
Affordable and Social Recognition to factors that provide opportunities for affordable living.
Housing Local governments are encouraged to contribute to affordability through-
o Ensuring an abundant supply of appropriately zoned land and a mix of
lot sizes
o Encouraging best practice, innovative and adaptable urban design
o Reducing barriers and regulatory inefficiencies in the planning system
o Promoting incentives.
The definition of affordable housing is: housing that is appropriate to the
needs of low to moderate income households, where those households
will spend no more than 30% of gross income on housing costs.
Cultural Heritage Acknowledgement to Aboriginal and Torres Strait Islander interests in
Indigenous communities.
For other local government areas, the changes relate to-
o special assessment of development proposed for sites adjoining state
listed cultural heritage sites
o clarified provisions and ‘broader scope’ for proposals to redevelop
state heritage listed sites including destruction and substantial
reduction of the cultural heritage significance. This includes clarity
around demonstration of ‘no prudent or feasible alternative’ to
destruction or reduction of values.
o Local heritage sites mentioned in a planning scheme are to have a
description of the local heritage significance
(The State government adds that overall these provisions will lead to
the improved protection of heritage places)
