GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
However, there is concern the suggested overall reduction in Discovery Group vessel movements
would only be via an informal agreement and is not proposed to be secured by any formal
relinquishment of commercial capacity at its existing river lease or any other secure arrangement.
Whilst there is potential to improve community access to Lake Cootharaba and adjoining
waterways for canoe, kayak and other water based activities, the need and demand for a
substantial jetty structure to serve this purpose is not apparent and has not been identified by
others. The existing sandy foreshore is considered suitable for small low-impact watercraft. If the
facility were to encourage increased public boat traffic in the area, the proposed environmental
benefits may be negated.
The principal concerns with the proposal are:
Council has no land interest or tenure in the area and is not the adjoining land owner.
Any application process should involve full disclosure and engagement with the community
and State agencies of Council’s intent to build a public jetty and incorporate a commercial
lease operation, from the outset. If commercial intent is not disclosed at the time of the
application and the use is subsequently added later, it would be contrary to the intent of the
original approval and various Local and State planning provisions.
Further commercial facilities, including leases, are not supported under The Coastal
Management & Protection Act 1995 (State Development Assessment Provisions), The
Noosa Plan (as amended 28 October 2016) and The Noosa River Plan 2004.
Given these concerns, it is not recommended Council be the applicant for a new jetty at this
location.
