Smoke can travel long distances and exhibit a variety of densities and composition. It is therefore not readily practicable to determine the separation distances needed to attain the various risk classes. Furthermore, individuals will react differently to smoke impacts whereas individuals will generally exhibit similar reactions to direct flame and radiant heat. All identified ‘Intolerable risk’ assigned to the new buildings is expected to be reduced to at least a ‘Tolerable risk’ where buildings are constructed in accordance with the National Construction Code 2019 (NCC 2019) AS3959:2018 Construction of Buildings in Bushfire Prone Areas requirements. 5.3 Qualitative Risk Discussion Expansive units of flammable vegetation are located in proximity to the site which have the potential of facilitating either a direct bushfire front onto the site and/or facilitating advance ember attack and radiant heat impact to the site. A discussion of the directional risk acting on the buildings associated with Lots 8, 9 and 12 follows. 5.3.1 North The VHC 8.1 tall open forest to the north of the proposed building envelopes exposes them to varying risk of direct flame, radiant heat, ember and spotting impact in the absence of additional mitigation measures being employed. The degree of separation offered to the VHC 8.1 hazard is the primary driver of the assigned level of risk and was determined with consideration to the Flamesol modelling output presented in Section 4. © 2022 20
