RECOMMENDATION
That Council note the report by the Program Coordinator Climate Change Adaptation to the
Planning & Environment Committee Meeting dated 9 July 2019 and endorse Attachment 1 for the
purposes of completing the coastal hazards adaptation plan, informing land use planning, and
capital works planning, design and delivery.
REPORT
The purpose of this report is to seek Council endorsement of the Noosa Shire Council Coastal
Hazards Risk, Vulnerability and Adaptation Assessment – Coastal Hazard Mapping Refinement
Report (Attachment 1) for use in informing Council planning and decision making. This report also
provides Council with an update on the Coastal Hazards Adaptation Plan and its next steps.
1. Background
Council is participating in the Queensland Department of Environment and Science (DES)
QCoast2100 program, successfully receiving $490,000 (ex. GST) to complete all eight phases of
the program through the development of a Coastal Hazards Adaptation Plan (CHAP). In short, the
purpose of the CHAP project is to:
Improve Council’s and the community’s understanding of current and future risks from
coastal hazards, and how they might change through time as a result of climate change;
Identify what actions are required to avoid, reduce or adapt to these risks to people, property,
assets and the environment; and
Provide direction for a coordinated approach for Council and the community to adapt to future
coastal hazards.
The Coastal Hazards Assessment has been completed on behalf of Council by consultants BMT
WBM as part of the third phase of the CHAP project. The purpose of this phase is to more
accurately understand how the three coastal hazards that are the focus of the QCoast2100
program are likely to change across three different planning horizons, within the Noosa LGA. This
information is then used for subsequent phases of the CHAP, as well as land use planning (in
compliance with the relevant State Planning Policy 2017), capital works planning, design and
implementation, and other areas of Council operations where appropriate.
The three coastal hazards that have been modelled and mapped include (1) coastal erosion along
the open beaches, (2) stormtide inundation and (3) permanent inundation by sea level rise. The
