PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 JULY 2019
coastal hazards affect areas directly adjacent to the Noosa River and the open beaches including
Noosa North Shore, Noosa Main Beach, Sunshine Beach and south to Peregian Beach.
The Coastal Hazards Assessment was developed in close consultation with Council’s project team,
DES and the LGAQ. LGAQ are managing the programs implementation on behalf of DES. The
assessment report was also reviewed and approved by LGAQ and DES as complying with the
technical requirements of the QCoast2100 program.
The next phase of the CHAP includes identification of key assets exposed to the coastal hazards
modelled; performing a risk assessment for these key assets within the mapped hazard areas; and
completing a cost benefit analysis of potential adaptation options for inclusion in the plan. This
work commenced in February 2019 and is expected to be completed for Council review in August
2019.
Community feedback on the draft CHAP will be sought in October 2019. The final CHAP document
will be submitted to Council in December 2019 and include a detailed action plan with proposed
measures to help mitigate coastal hazard risks over the life of the plan. Once the CHAP receives
Council’s endorsement it will be submitted to the State Government (DES) for final approval as
part of the QCoast2100 program.

Finance
The preparation of the Coastal Hazards Assessment, and subsequent phases of the CHAP project
are funded through a grant received from the Queensland Department of Environment and
Science.
Risks & Opportunities
Council has successfully sought funding through the QCoast2100 program for the purposes of
completing a CHAP. Use of the funds is contingent upon successfully completing each of the eight
phases of the program, which includes utilising the outputs of each completed phase in subsequent
phases. Failure to formally endorse the use of Coastal Hazards Assessment by Council represents
a risk to Council as Council has a duty of care and statutory obligation to have regard to latest
coastal hazard risks and the findings of this assessment. Additionally, Council’s Climate Change
Response Policy 2017 requires Council to obtain appropriate information regarding climate change
risks, which the Coastal Hazards Assessment satisfies.
