PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 JULY 2019
REPORT
1. PROPOSAL
The applicant has submitted an ‘Other Change’ application to change an existing development
approval for additional administration office space (non-student contact) associated with Central
Queensland University, a Veterinary use and a 2 level car park within a new 3 storey building.
Under the Planning Act 2016, an ‘Other Change’ application can be applied for instead of a new
Material Change of Use, when an existing approval exists over the site and the proposed changes
are not minor. In this case, an existing approval is in place and the proposed changes are not
minor. Another change application is required to follow generally the same process as a Material
Change of Use including public notification. The new proposal is assessed in the context of what
is currently approved.
This proposal seeks to expand on the existing non-student contact area (administration) associated
with the Central Queensland University (Education), who currently occupy the site and introduce a
new use, Business Use, Type 3 – Veterinary. The non-student contact area is proposed to be
located on the top floor in the south eastern corner of the building. The new Veterinary use may
occupy the existing or the proposed development. Refer Figure 1 – Proposed development.
These additions will increase the total use area by 675m2.
The 2 storey car parking structure under the current proposal will increase the number of car
spaces from the approved 369 to 403 spaces.
