                                                                                              Lot 71 on MCH 2854, Castaways Beach

    > along the entire length of the eastern boundary of proposed Lots 712 to 715;
    > along the eastern boundary of proposed Lot 716 up to its intersection with the 10m wide strip of
      vegetation to be maintained along the David Low Way frontage of the Site;
    > along the eastern boundary of proposed Lot 711 up to its intersection with the 50m Riparian Buffer; and
    > to the south of the 50m wide Riparian Buffer within proposed Lot 711 up to its intersection with the 10m
      wide strip of vegetation to be maintained along the David Low Way frontage of the Site.
These APZs are to be maintained as a low fuel environment that will provide:
    > physical separation between dwellings and areas of vegetation contained within the Riparian Buffer
      Area and the coastal reserve to the east of the Site; and
    > access around the perimeter of buildings to undertake fire suppression / property protection actions if
      required.
To ensure that future residents are aware of and maintain the management requirements for these APZs they
will be the subject of Environmental Covenants registered against the title of individual lots. Details concerning
these obligations are provided within Vegetation Management Plan - Operational Phase - Plan Ref WE17035-
OVMP-001-002 presented in Appendix C.

5.2            Water Supplies
All of the proposed lots will be serviced by a reticulated water supply that makes provision for:
    > establishment of an additional fire hydrant to supplement the existing fire hydrant located within the
      David Low Way reserve to ensure that fire hydrants are available along the interface between urban
      development and areas of potentially hazardous vegetation located at intervals not greater than 120m
      in accordance with QFES (2014) guidelines; and
    > flow and pressure characteristics that are suitable for fire-fighting purposes, with a minimum pressure
      and flow of 10 litres a second at 200 kPa.

5.3            Building Design
Any Class 1, 2 or 3 buildings situated within 100m of designated Bushfire Hazard Area identified within the
Planning Scheme will need to be designed and constructed in accordance with Australian Standard AS3959
(2009) – Construction of Buildings in Bushfire Prone Areas. In general the standards for new homes
construction in bushfire prone areas includes:
    > a concrete slab;
    > exterior walls, roof, veranda or deck constructed from non-combustible materials;
    > sealed wall and roof joints to guard against ember attacks;
    > shutters made from aluminium (or other non-combustible material);
    > toughened glass windows;
    > fire-resistant-timber door frames, with a weather strip at the base; and
    > metal (rather than plastic) external trimmings such as vents, guttering and downpipes.
Using Method 1 and Table 2.4.5 of AS3959 (2009) a preliminary analysis of the minimum setback distances
required to achieve the various AS3959 (2009) Bushfire Attack Level (BAL) standards has been completed for
the designated Bushfire Hazard Area to the west of the Site based on the following:
    > Vegetation Type: Group A - Low Open Forest (RE12.2.5); and
    > Effective Slope: Downslope 0 to 5 degrees3.

3
 Mapped Bushfire Hazard Areas to the west of David Low Way are largely cross-slope relative to the Site but with a slight upward grade
under the influence of a westerly wind.
