CAPITAL PROGRAM 2023/24 DELIVERY STATUS · Report
SERVICES & ORGANISATION COMMITTEE MEETING 7 MAY 2024 Figure 3 – Capital Finance data as at 31 March 2024 Figure 4 – Budget Status of Capital Works as at 31 March 2024 Risk & Opportunities Risks that have presented challenges to delivery of the Capital Works Program include the increased costs and delays associated with reduced availability of contractors, resources, equipment, and materials. Recent staff losses have exacerbated this situation. This has extended the construction program on many projects. The construction industry is also proving challenging due to market demands and lack of confidence in the supply chain, resulting in significantly inflated pricing in tenders submitted, often well in excess of educated estimates. Strategic delivery mechanisms are continuing to be implemented to optimise project delivery, including appointment of additional co-ordination staff to direct improved delivery, packaging of works, outsourcing where feasible, expeditious contract arrangements, delivery program adaptation, relationship building with contractors and efficient internal resource utilisation. Construction during the first quarter of 2024 has been severely hampered by unprecedented wet weather conditions. Ongoing wet weather conditions would further hamper delivery efforts. Capital Works Program Management and Reporting The Infrastructure Planning, Design and Delivery team have made substantial advancement in its monitoring and reporting on the Capital Works Program.
