The service centre will be highly visible to Bruce Highway traffic and the construction of
the new Cooroy interchange, due for completion in late 2016, will enhance the site’s
visibility and accessibility from both directions of the Highway. Its proximity and access to
the Bruce Highway means it will effectively operate as a highway oriented development
and its market prospects have been assessed accordingly. Figure 1.3 shows the Cooroy
Southern Interchange map and outlines the key project features.
This report addresses the service station and retail components of the proposal.
1.1 Purpose of Report and Methodology
Foresight Partners Pty Ltd was commissioned to prepare this economic impact and needs
assessment for the proposed retail and service station component. The primary objectives
of this assessment are to:
assess the market prospects of the proposed development’s retail and service
station components;
evaluate the potential adverse economic impacts upon the viability and vitality of
other centres and its implications for other approved or planned centre
development; and
assess the community need for the proposed development, and the potential
benefits and dis-benefits accruing to the Cooroy community.
In preparing this report, a number of investigations were undertaken. These included:
a reconnaissance of the Cooroy area, undertaken in February 2014, noting the
position of the site, surrounding land uses and accessibility;
determination of the centre’s likely trade area, based upon the location of other
centres, their functional role and competitiveness, the road network, topography
and other factors;
a reconnaissance and inventory of retail centres and service stations in and near
the defined trade area noting their composition, role and function, vacant space and
other observable characteristics to assist in the assessment of potential impacts
and benefits of the proposed neighbourhood centre;
preparation of population and household forecasts for this trade area based on
historic dwelling approval data, and population projections for the Cooroy area;
