Woolworths and Big W. It provides the highest order retail, commercial, community and
government services for the area contained within the shire boundaries.
The four existing Business Centres consist of:
Noosa Junction;
Noosaville;
Tewantin; and
Cooroy.
The intent of the Business Centres is to accommodate some commercial and retail infill
within the Business Zone to service the surrounding population but not to the extent that
they, individually or cumulatively, would adversely affect the viability, vitality of business
centre roles of the Noosa Business Centre.
Noosa’s network of Neighbourhood and Village Centres consist of smaller centres
catering to the convenience retail needs of neighbourhoods and local areas.
The scheme also includes Visitor Mixed Use Zones at Hastings Street, Noosa Heads;
Gympie Terrace, Noosaville; Duke Street at Sunshine Beach; and Heron Street at
Peregian Beach. These centres also contribute significantly to retail and hospitality
employment.
Cooroy forms part of the Cooroy & Lake MacDonald Locality Plan of the Noosa Plan and
is identified as a Business Centre. The well-established business centre of Cooroy
services much of the hinterland of Noosa generally providing mainly commercial, retail,
food and services but with some higher order goods such as fashion, auto parts and rural
supplies. The town is well provided with professional services, medical, community and
educational facilities.
Cooroy contains one of Noosa’s industrial estates, Nandroya Industrial Estate, with
capacity for considerable employment growth and diversity, its strategic highway location
is particularly important for this growth. This, along with other Cooroy businesses,
provides a considerable amount of hinterland employment. Given the rail and highway
access some residents of this locality commute to Brisbane or closer employment centres.
The proposed development does not sit comfortably within Council’s Centre Hierarchy,
being a mix of tourist accommodation, retail, service station and self-storage units, with a
strong highway oriented focus. Although the two retail shops (totaling 1,210m 2), occupy
only a small part of the mixed use development’s site area, its retail function could be
considered as a neighbourhood centre, albeit a small one.
2.2 Existing Centres - Supermarkets and Grocery Stores
This section sets out a brief description of the centres and retail areas most relevant to the
market prospects and potential impacts of the proposed development in Cooroy. The
relevant areas include Cooroy, Pomona and localities adjacent to the Bruce Highway
including Eumundi and Yandina.
