Population growth within the residential trade area and forecast increases in traffic
volumes on the Bruce Highway will generate increasing demand for service station
facilities that are convenient to the highway.
The proposed centre should also generate positive or beneficial impacts, such as:
         improving choice and fostering competition in price and service in fast-food and
         fuel retailing;
         offering high levels of accessibility for convenience, fast-food and fuel retailing to
         the local community, visitors and passing traffic;
         creating short-term employment during the construction phase, which is expected
         to benefit the broader regional economy and creating about 43 jobs from the retail
         component (across a mix of full-time, part-time and casual positions). Net
         employment gains, however, would be less as some jobs would be transferred
         from existing businesses and centres; and
         providing facilities that are compatible with the proposed future land uses and the
         development of the Cooroy Southern Interchange.
It is concluded that there is a demonstrated need for the proposed mixed use
development and it is well located to serve the residents, visitors and highway traffic in the
region. As the proposed uses are expected to attract a majority of its patronage from
regional traffic, it is not anticipated to affect the function and viability of the Cooroy Town
Centre or any existing service stations, and the benefits to the community are expected to
outweigh any negative impacts.
