A significant portion of the proposed development is located within the Tourist Accommodation
Zone, which largely contains the existing facilities and infrastructure as shown in Figure 7, above.
It is not possible to provide the proposed visitor accommodation within the area of the site that
has been included within the Tourist Accommodation Zone without compromising other existing
facilities, which is undesirable. The existing facilities will ultimately form part of the Resort
Complex. The minor expansion of the catering facilities forming part of the existing kitchen
facilities within the club house is also located within the Tourist Accommodation Zone.
Under the Tourist Accommodation Zone Code, the subject site as a whole (Lot 4 on SP178340) is
identified as being suitable for a Resort Complex and or Short-term accommodation. While only
part of the site is included in the Tourist Accommodation Zone, all of the land is referred to as
being suitable for the above uses.
In the circumstances, given the location of the existing Noosa Springs Golf and Spa Resort
facilities, other parts of the site need to be utilised for the proposed “Boutique Hotel” which
ultimately will form part of the integrated Resort Complex. There is no other location in the Noosa
Heads area that is suitable for the proposed development that could be co-located and integrated
with the existing facilities, making the proposed development unique. There is limited if any land
available in the Noosa area that could utilised for a Resort Complex, with the exception of the
protected Resort Complex site in Serenity Close within “Settlers Cove”, which might not provide
for high end luxury accommodation.
There is a significant demand and an existing lack of choice for high quality luxury visitor
accommodation within the Noosa area, in particular Noosa Heads, and is well located in that
regard. Further, there is substantial community benefit that will be provided by the proposed
development, which will have minimal environmental impacts and limited if any visual amenity or
residential amenity impacts. In my opinion, there is an economic, community and planning need
for the proposal, which is relevant in circumstances where part of the development is located
outside the Urban Boundary18.
Summary and Relevant Matters
The proposed Resort Complex provides for a “Boutique Hotel” for 112 full service rooms and other
facilities as an integrated development with the existing facilities and infrastructure that comprise
the Noosa Springs Golf and Spa Resort. These uses operate in conjunction with the 18 hole
championship golf course located on the adjoining land (Lot 4 on SP178340). While the golf
course land (Lot 3 on SP178340) does not form part of the application, the applicant has advised
that both Lots 3 and 4 on SP178340 are under covenant, under the control of the owner, and
cannot be sold separately. It is noted that the current development approval (17380 DA) for the
existing club house and other facilities is also over the subject land (Lot 3 on SP178323).
The proposed development provides purely for visitor accommodation which is consistent with
the intent of the Tourist Accommodation Zone over part of the subject land. Under the Tourist
Accommodation Zone Code, the whole of the subject land is identified being protected for a
Resort Complex and Short-term accommodation to the general exclusion of other development.
