the landform. Further, will protect views to and from important landscape features such
as Lake Weyba and Weyba Creek (OO(e));
c) the development is of a high quality design, incorporating low rise contemporary
subtropical building elements and landscape design that emphasises the casual,
outdoor lifestyle (OO(h));
d) the proposed design has a strong relationship with the outdoors with the use of
natural materials, verandah, and open deck areas, glazing and orientation towards the
central lagoon pools and public open space areas around the frontage of the site
(OO(j));
e) the residential amenity of the Noosa Heads locality will not be compromised by the
proposed tourist development, which is conveniently located close to urban services
and recreational opportunities within the Noosa area more generally (OO(p));
f) the proposed development is consistent with Noosa Heads being the principal focus
for visitor accommodation and services in the Noosa area, being located within Noosa
Springs and relatively close to Hastings Street and Main Beach, which is the primary
designation for visitor accommodation and services (OO(t));
g) the proposed development is partly located within the Tourist Accommodation Zone
and will specifically provide for visitor accommodation and associated uses (OO(u));
h) the proposed development will provide for high-end visitor accommodation and
dining areas, makes use of indoor and outdoor spaces creating active frontages within
the Resort Complex which is reasonably expected in this location (OO(w));
i) the proposed visitor accommodation will support and is complimentary to the existing
18 hole championship golf course, tennis courts and day spa as an integrated
development (OO(y)); and
j) the location of the development provides ease of access and convenience to
significant open space and outdoor recreation areas including the natural features of
the local beaches and bays, the Noosa River and Noosa National Park (OO(z)).
With respect to the most relevant performance outcomes, the following comments are made:
• PO1 – the proposed development will enhance the role of Noosa Heads as the principal
focus for visitor accommodation and services in Noosa Shire with the proposed
development having a reasonable level of accessibility to outdoor recreational pursuits
and urban services;
• PO3 – the proposed development will contribute to and maintain the establishment of
attractive streetscapes to enhance the character of Noosa Heads with the retention of
existing vegetation around the perimeter of the site;
• PO4 - the proposed development will not have an impact upon the visual amenity and
character of the surrounding major road network or entrance roads being centrally located
within Noosa Springs;
• PO5 – where possible the proposed development retains some of mature trees and
character vegetation which contributes to the vegetated backdrop, character, and habitat
values of the local area. In particular the proposed built form is positioned and located
below the tree line;
• PO6 – the proposed development retains significant views and vistas contributing to the
setting and character of the local plan area and will not adversely impact upon the views
of Lake Weyba or Weyba Creek (discussed further below);
