• PO7 – the proposed buildings, structures and landscaping are integrated with the natural
landscape as much as possible and will reflect the hillside character and setting of the local
area in terms of the form, composition, and protection of neighbourhood amenity:
o AO7.1 – the proposed development takes the form of five smaller separate building
forms rather than a large single bulky building. Further, steps down the slope and
will not visually dominate the nearby properties which do not adjoin, surrounding
spaces including the streetscape or the skyline;
o AO7.2 – the buildings and structures have a scale and building height consistent
with development on the surrounding land with the “Parkridge Noosa”
development to the south being predominantly three storeys in height located
across the ridgeline;
o AO7.3 – the proposed buildings and structures will preserve the amenity of
adjoining land and will not impact upon sunlight to neighbouring properties;
o AO7.4 – the proposed development respects the scale of surrounding vegetation
being below the tree line (discussed further below) and provides for the retention
of some vegetation where possible, generally around the perimeter of the site. The
proposed development incorporates soft landscaping between and around the
building, near the road frontages and around the central lagoon pool and open
space area and around the tennis courts and new carpark areas;
o AO7.5 – the buildings and structures have articulated roof forms which are visible
from the street. They incorporate a mix of lightweight and textured external
building materials, provide for variation through articulation, texture, and detailing.
They incorporate verandah and open balconies and shaded areas for outdoor
living, with open, transparent, or semi-open balustrades. The design makes use of
understated colour schemes and low reflective roofing and building materials that
integrate with the existing Noosa Springs built form and character and is consistent
with the existing Noosa Springs Golf and Spa Resort facilities;
• PO19 – the proposed development is partly located within in the Tourist Accommodation
Zone and is for a Resort Complex that will provide visitor accommodation into the future
to preserve and support the role of Noosa Heads as the principle tourism focus area; and
• PO26 – the proposed development will not have a significant adverse impact upon
biodiversity, natural vegetation, native fauna habitat (discussed further below), landscape
quality, water quality or cultural heritage values, including:
o changes to natural drainage;
o disturbance to any wetland system;
o the management of bushfire risk;
o erosion and the transport of sediments off site;
o unmanaged public access; and
o changes to fauna habitat and behaviour.
The proposed development complies with the relevant overall outcomes and performance
outcomes of the Noosa Heads Local Plan Code. If there is any inconsistency with the assessment
benchmarks conditions can be imposed. Further, on balance, there are a number of relevant
matters for which discretion should be granted.
