“Adamson Town Planning, specialising in providing higher order town planning advice”
of existing infrastructure or compromise future provision of planned infrastructure, within
the Noosa Heads locality (OO(l));
• the proposed development responds to land constraints including topography with the
built form stepping up the slope and the lagoon pool being located within an already
disturbed area of the site. The removal of some remanent vegetation to provide for the
relocated tennis courts has been considered by Gondwana Ecology (discussed further
below). The risk from bushfire has been considered by Rob Friend and Associates and is
minimised (discussed further below). The proposed development will not result in a
worsening of flooding impacts off the site which has been considered by Walsh
Engineering (discussed below) (OO(m)); and
• the proposed development has been designed to respond to the subtropical climate of
the Noosa area and maximise energy efficiency and water conservation and be resilient to
future impacts of climate change. The proposed development makes use of solar power
and the use of water tanks for refilling the lagoon pool (OO(n)).
The proposed development is consistent with the overall outcomes under the Tourist
Accommodation Zone Code discussed above.
The most relevant performance outcomes are discussed below:
• PO1 – the proposed development provides a focus for visitor accommodation and a range
of ancillary food and beverage, sporting recreation and other uses forming part of an
integrated Resort Complex that will contribute positively to the tourism focus within the
Noosa area;
• PO2 – the proposed development provides for a range of visitor accommodation activities
and non-residential uses accommodated in mixed use buildings, integrated with the
existing Noosa Springs Golf and Spa Resort facilities and activities, which are compatible
with and ancillary to the predominant functions of the zone intended for visitor
accommodation;
• PO3 – the proposed business uses are secondary to accommodation uses and support
recreational activities and other businesses within the locality without compromising or
competing with Major Centres or District Centres;
• PO7 – the proposed development is located on a site that is specifically identified to be
protected for the purpose of a Resort Complex providing short term accommodation to
the exclusion of permanent residents (over Lot 4 on SP178340 at 61 Noosa Springs Drive,
the subject land). The proposed Resort Complex will deliver high quality visitor
accommodation integrated with the other existing facilities and infrastructure and will
provide substantial community benefit (discussed further below);
• PO9 – in terms of building height, the proposed buildings:
o are low rise and present a building height lower than the structures on adjoining
and surrounding premises, including the “Parkridge Noosa” development, which is
also three storeys in height and constructed in a more elevated location than the
proposed development (discussed further below);
o will not visually dominate the street or surrounding areas generally presenting
generally as two storeys to Resort Drive;
o will preserve the amenity of surrounding premises including privacy, views, and
access to sunlight;
