         The proposed development meets the purpose of the Tourist Accommodation Zone Code in that
         the proposed development:
             • provides for short term accommodation; and
             • provides for small scale services, facilities, and infrastructure, to support short term
                accommodation as an integrated development on the subject land.

         The following comments are provided about the most relevant overall outcomes:
            • the proposed development will provide for a mix of medium density visitor
                 accommodation in the form of a Resort Complex purely for short term accommodation in
                 the form of 112 accommodation units (OO(a));
            • the proposed development is for visitor accommodation in an urban area which will
                 support the mix of business activities in the locality and will contribute towards creating a
                 vibrant atmosphere and complement and enhance the function and attractiveness of the
                 Noosa Heads locality as a visitor destination. Further, the proposed development will
                 benefit the many cafes, restaurants, entertainment, function facilities and complementary
                 shopping and personal services in the locality that cater to the needs of visitors as well as
                 Noosa residents enjoying these areas (OO(b));
            • the proposed business activities are ancillary to visitor accommodation component and
                 are of a nature and scale that is compatible with the mixed use character and amenity of
                 the area. Further, the scale of the business activities will not compromise the viability of
                 the Noosa Shire centres hierarchy and does not introduce activities at a scale that should
                 be accommodated within a centre (OO(c));
            • the proposed development will contribute significantly to the economy of the Shire
                 through the tourism and hospitality sectors (discussed further below) and is consistent
                 with low impact nature based recreation activities that will utilise existing facilities onsite
                 as an integrated Resort Complex (OO(d));
            • the proposed development is located within an urban area and the proposed development
                 incorporates a high standard of urban and landscape design that creates attractive,
                 functional buildings and places with active and landscaped streetscapes whilst maintaining
                 a human scale at street level by presenting as two storeys to Resort Drive (OO(e));
            • the proposed development incorporates a high level of residential amenity and safety and
                 ensures that there is no unreasonable loss of amenity to surrounding premises (OO(g));
            • the design of development ensures car parking does not visually dominate street
                 frontages by making use of the existing parking already provided for the Noosa Springs
                 Golf and Spa Resort and by providing small and separate overflow parking areas to the
                 east and south that are integrated within a landscape setting. The design provides for well-
                 lit, open, safe, and accessible walking pathways within the Resort Complex. The
                 development will provide electric bicycles and a shuttle bus that will provide for alternative
                 transport options to Hastings Street and other tourist locations within the Noosa area
                 more generally (OO(h));
            • some native vegetation will be retained on the extremities and within the site where
                 possible and within the road reserve to enhance the amenity of the locality. The removal
                 of some remanent vegetation including NJKHTs for which an environmental off-set is
                 being provided to support local wildlife (discussed further below) (OO(k));
            • the development will be supported by appropriate infrastructure and essential services
                 and that will not adversely impact on the continued operation, viability and maintenance
