                 amenity enjoyed by users of the nearby premises through emission of noise (discussed
                 further below), light, fumes or smoke and will not cause unreasonable disturbance to local
                 fauna through light or smoke emissions;
             •   PO23 – the onsite car parking areas are accessible to residents, customers, and staff during
                 the operating hours of the Resort Complex;
             •   PO24 – the proposed development:
                     o will provide a highly level of landscape amenity;
                     o will have some impact on the natural landform of the site but this is to be
                         minimised as much as possible;
                     o will not lead to erosion or the transport of sediments off site; and
                     o will not lead to the disturbance of natural features, buildings or structures of
                         cultural heritage significance and is visually responsive to the natural topography
                         and site (discussed below);
             •   PO25 – the development is on a sloping site and:
                     o is visually responsive to the natural topography and sits within the landscape rather
                         than dominating it; and
                     o the built form steps up the slope minimising the extent of cut and filling required
                         however, because of the nature of the use and the scale, some benching cannot
                         be avoided; however, the development once completed will be integrated with the
                         land form and will not protrude above the surrounding vegetation;
             •   PO26 – the proposed filling and excavation works will not directly, indirectly, or
                 cumulatively cause adverse impacts external to the development site by:
                     o causing ponding of water on the site or nearby land;
                     o increasing flooding, and will not adversely affect the safety or use of any land
                         downstream; or
                     o adversely affect the flow of water in any overland flow path.
