The development in the ROSZ in this location is not intended for community uses but private uses.
In my opinion, the development of the site needs to be considered in context with the part of the
subject land included within the TAZ. In particular, in context with the whole of the site being
protected for the purpose of a Resort Complex or Short-term Accommodation to the general
exclusion of permanent residents4. Further, in circumstances where the Resort Complex cannot be
provided in the TAZ given this is where the existing Noosa Springs Golf and Spa Resort facilities
and infrastructure are located, which are to be integrated and form part of the Resort Complex,
including the uses located within the ROSZ.
To the extent the development is not consistent with the Recreation and Open Space Zone, on
balance, there are a number of relevant matters for which discretion should be granted.
Visitor Accommodation Code
The purpose of the Visitor Accommodation Code is to … ensure visitor accommodation is
appropriately located, designed, and operated in a manner which meets visitor needs, protects and
enhances landscape values, protects the amenity of surrounding premises and avoids conflicts with
surrounding uses.
With respect to the overall outcomes sought for the Visitor Accommodation Code, the following
comments are provided:
• the proposed visitor accommodation is compatible with and will benefit from Noosa
Shire’s natural environmental values (OO(a));
• the proposed visitor accommodation will offer a wide range of experiences for guests
within the Noosa coastal area with ready access to Hastings Street, the pristine beaches,
the Noosa River, and the Noosa hinterland more generally (OO(b));
• the proposed visitor accommodation has been specifically located and designed having
regard to the site constraints (being located outside of the 2.5 odour contour from the
Noosa WWTP) in a manner which sensitively responds to site characteristics, being
integrated and having a height that is below the existing tree line (OO(c));
• while the proposed development will result in some vegetation removal, the minor loss of
koala habitat (NJHKTs) will be offset by an environment offset (discussed further below).
The proposed visitor accommodation will not have a significant impact upon the
biodiversity and natural landscape values of its setting given the small, isolated, and
disjointed area of ecological important vegetation to the north (discussed further in the
Terrestrial Ecology Assessment refer Appendix B) (OO(d));
• the proposed density of the development is not excessive for the site, has an optimal
number of accommodation units to ensure cost effectiveness and efficiency of operation,
has been designed purely for visitor accommodation which is integrated with the existing
onsite facilities, and the existing urban and landscape fabric of its particular locality
(OO(e));
• the proposed visitor accommodation is removed from the nearest permanent residents
within the “Parkridge Noosa” development and will not detract from the amenity enjoyed
by residents, with the issues of visual amenity and noise impacts having been considered
and addressed further below (OO(f));
