• the proposed visitor accommodation will provide high quality amenities and facilities
commensurate with its setting, the type of high quality or luxury accommodation being
supplied and the length of stay being for short term only (OO(h));
• the proposed development will provide a significant contribution to the visitor
accommodation in the Noosa Heads locality, which forms a key element of the local
tourism industry (discussed further below) (OO(i)); and
• the proposed visitor accommodation will provide for a high quality “Boutique Hotel” as
part of an integrated Resort Complex, for which there is a strong need within the Noosa
Heads locality. The only other full service resort is the “Sofitel”, which was constructed in
1989. The proposed development will provide a modern visitor accommodation
experience and additional choice for visitors (OO(j)).
The proposed visitor accommodation is consistent with the overall outcomes under the Visitor
Accommodation Code.
The following comments are provided about the most relevant performance outcomes:
• PO1 – the proposed visitor accommodation because of its central and generally isolated
location will avoid conflicts with nearby land uses, in particular the residents at “Parkridge
Noosa” who are well separated and removed from the site towards the south;
• PO2 – the proposed development is located on a site having an area (3.84ha) sufficient to
accommodate the use without detracting from the character and amenity of the locality
with the proposed built form being integrated within a treed and landscaped setting;
• PO3 – the proposed development has a scale and density that is compatible with the intent
of the Tourist Accommodation Zone. While the site is also included within the Recreation
and Open Space Zone, these zones need to be considered together for reasons already
explained. The proposed development will complement the other uses in the locality and
will not adversely impact upon the preferred character for the local area;
• PO4 – the proposed visitor accommodation is located such that it preserves the safety of
guests and does not impact on the function of infrastructure. The proposed visitor
accommodation is located to the south of the 2.5 odour contour from the Noosa WWTP
located to the northeast, as established by Katestone Environmental Pty Ltd (refer
Appendix C) and shown in Figure 7 above (2.5 odour contour line shown in blue);
• PO5 – the walkways, carparks, and publicly accessible facilities, including toilets, and
bicycle racks will be located and designed to allow casual surveillance. Some end of trip
facilities for staff have been provided within the existing club house;
• PO6 – the pathways around the Resort Complex allow clear sightlines in most directions;
• PO7 - adequate lighting is provided to building entrances, carparks, and pedestrian routes;
• PO8 – the buildings and outdoor spaces have been designed to allow for natural
surveillance without adversely impacting the privacy of guests or neighbouring premises
which are well removed from the site;
• PO9 - adequate landscaping:
o is provided for the benefit of guests, including the large lagoon pool and other
landscaped outdoor and open spaces;
o contributes to establishing an attractive and safe streetscape fronting Resort Drive;
and
o protects the amenity and privacy of nearby residents;
