         The following comments are made about the photographs and photomontages that have been
         prepared by Mr Elliot:

             •   VP01 – the photomontage at this location is part way along the third fairway of the Golf
                 Course fronting “The Palms” Residential community. This is considered to be the primary
                 location from within Noosa Springs that will have a direct view of the proposed
                 development. The photomontage shows that the proposed building (Pavilion 2 and a small
                 portion of Pavilion 1 – refer Figure 9) will be partially visible from this location and will not
                 protrude above the tree line or into the skyline. The majority of the proposed built form
                 will not be visible from the location and will not be as prominent or obtrusive as the
                 northern edge of the “Parkridge Noosa” development;
             •   VPO2 – is a historic photograph taken from the edge of Lake Weyba near Charlotte Drive
                 which shows the “Parkridge Noosa” development under construction (with crane erected),
                 with the subject land to the north not being visible and obscured by the small headland
                 in this location (refer Aerial Plan – 01);
             •   VPO3 – the photograph was taken from the edge of Lake Weyba from the park opposite
                 79 Weyba Drive. The subject land is not visible from this location being obscured by the
                 same small headland (refer Aerial Plan – 01);
             •   VP04 – the photograph is taken from the edge of Lake Weyba near 185 Lake Weyba Drive,
                 which is closer to the subject land. The insert shows the existing “Parkridge Noosa” to the
                 south (or left in the insert) of the subject land. It is apparent that the “Parkridge Noosa”
                 development is only partially visible from this location, with height of the proposed
                 development (discussed above) being lower than the “Parkridge Noosa” development.
                 Further, the orientation of the proposed buildings is up the slope and not across the ridge
                 line as is the case for the “Parkridge Noosa” development (refer VP05 below). In my
                 opinion, this demonstrates that the proposed Resort Complex will not protrude into the
                 skyline and will not be clearly visible or discernible from the edge of Lake Weyba;
             •   VP05 – the photograph is taken from the centre of Lake Weyba. As is the case for the other
                 vantage points discussed above, the “Parkridge Noosa” development is visible across the
                 ridge line but remains below the tree and skyline. The insert provides a photomontage of
                 the proposed Resort Complex beside the “Parkridge Noosa” development. This
