             •    all mechanical plant is to be designed, selected, and located to achieve the recommended
                  noise limits12.

         The noise expert has confirmed that the adoption of the above recommendations will result in
         compliance with relevant noise criteria. Subject to the implementation of the above
         recommendations, which can be conditioned, the proposed development will not cause any
         unacceptable noise impacts offsite.


         Odour Impact

         The applicant has engaged Katestone Environmental Pty Ltd (Katestone) to conduct an Odour
         Impact Assessment (OIA) for the proposed development (refer Appendix C). The purpose of the
         OIA is to determine the potential for odour impacts caused by the Noosa Waste Water Treatment
         Plant (WWTP). Further, to establish where the proposed Resort Complex could be located on the
         subject land to ensure there are no unacceptable odour impacts that would occur to guests of the
         “Boutique Hotel”.

         The assessment was based on dispersion modelling to characterise meteorological conditions.
         The odour emission rates were determined by odour sampling conducted at the Noosa WWTP.
         The consultant has advised that the dispersion modelling results have been assessed against the
         State government’s odour guideline. The following conclusions were drawn from the odour
         assessment:

         •   Concentrations of odour at the accommodation area of the proposed development are predicted
             to comply with the odour guideline at the façade of the hotel closest to the Noosa WWTP.

         •   Considering the likely hours of operation of the pool area, ground-level concentrations of odour
             at the pool area of the proposed development are predicted to comply with the odour guideline.

         •   Considering the likely hours of operation of the tennis courts, ground-level concentrations of
             odour at the tennis court area of the proposed development are predicted to comply with the
             odour guideline.

         •   Odour concentrations are higher when wind speed is less than 2 m/s and the wind is from the
             north and north-northeast and analysis of the meteorology of the region indicates that these
             conditions generally occur in the early morning or in the evening.

         •   Adverse meteorological conditions are predicted to occur for approximately 3% of the time.13
             (emphasis added)

         Given the advice provided by the odour expert, the proposed “Boutique Hotel” will be located
         outside the 2.5 odour contour as shown on Figure 7, above as taken from Plate 1 – Predicated
