INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 8 DECEMBER 2015
Notification was left at properties with prohibited items left behind after the kerbside
collection. Where this occurred, staff followed up, spray painting identification onto items (e.g.
tyres and mattress). This seemed to stop large scale dumping of these types of items that
occurred during the 2014 pickup.
Commencing the 2015 collection at Peregian Beach and Doonan on the Shire’s southern
boundary and moving northwards, seemed to minimise the practice of some Sunshine Coast
Council residents dumping items in Noosa Shire.
Negatives
Under the current contractual arrangements it was not viable for the Contractor to provide a
separate truck for the collection of e-waste therefore large volume of e-waste was compacted
and taken to landfill rather than being recycled.
There were significant issues in the rural areas where some residents took advantage of the
service and placed waste at bin turn around areas. These are large areas, usually at the end
of rural roads and generally low trafficked areas. This practice resulted in uncontrolled
stockpiling of waste material and led to uncontrolled dumping which could not be collected
by hand. Council had to use hook bins and a posi-track loader machine to clean these piles
of material at an additional cost of $5,325.
It was not possible to recycle green waste collected as part of the Service as it becomes
contaminated and is unsuitable reuse.
Weighbridge staff at the Eumundi Road landfill and at the rural transfer stations reported an
observed reduction in delivery of self-hauled waste in the month leading up to and during the
collection service.
Brite Side Industries reported a large reduction in the delivery of useful items for re-sale
during the period prior to and during the bulk waste collection program. It could be assumed
that residents may prefer to use the convenience of the bulk waste collection service in
preference to the delivery of items to not for profit organisations during the year.
A few complaints were received in regard to poor aesthetics related to waste stored on the
kerbside in and around high profile areas.
Drive-by inspections by staff indicated that some of the material placed out during the
collection was of good quality and suitable for reuse. These products could have been re-
sold through not for profit organisations. When not recycled by members of the community,
this material was collected and disposed to land fill.
