PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 MARCH 2015
Subordinate Local Laws
Community Jury
Communications Survey
Upcoming CE Projects include:
The Social Plan
Pest Management Plan
Koala Policy
Planning Scheme Amendments
All CE project managers have chosen to use Your Say Noosa as one of the engagement
tools used on projects, whether to act as a document library, a call for submissions or to
directly engage the community online. Some CE project teams are also using the “news
feed” tool on Your Say Noosa to provide updates on progress.
CE Project Team Activities
All CE Project teams have supplied CE Branch with a CE Plan which provides information to
inform the CE Register and also highlights communications requirements.
The CE Register is updated regularly and appears under CE Branch on the Intranet.
Snapshots are provided to Directors to communicate to teams so that multiple CE projects
do not seek the attention of the same audiences at the same time.
CE Branch works with each project team to ensure that communication effects are
maximised. CE Branch encourages CE Project managers to “lift” engagement, where
practicable, from “inform” to “consult” and so on in keeping with Council’s goals of greater
community involvement in Council decision-making.
Relevant considerations:
An involved community with increasing expectations;
Demands from internal users fluctuating depending on how many projects are
occurring, although generally CE project managers are self-sufficient once their
projects are launched; and
Working with managers to establish the best communication mix, use of Your Say
Noosa and follow up-promotion of outcomes.
Priorities short term and longer term
IAP2 Spectrum (Community Engagement theory) training for regular CE project
managers and for CE Branch;
Ensuring effective updates so that the community can clearly see the progression of a
CE project and outcomes, particularly for longer term projects;
Better managing how projects appear on Your Say Noosa; and
Maximising the appeal to the community of registering on YSN to participate in online
community engagements.
YOUR SAY NOOSA (YSN)
The online engagement tool Your Say Noosa has been in use since August 2014. Council
CE project managers and CE Branch staff are all learning how to use the tool for maximum
effectiveness. While an innovation, YSN is but one of a range of CE tools that a project
manager can elect to use when designing a CE project.
YSN is currently being used for CE projects in a number of ways such as: for direct online
engagement with the community; as a repository for background documents and information
about current CE projects, an online location for calls for submissions, a closed jurors’
conversation and for an online method of grants application.
