PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 MARCH 2015

Current Status

The online community engagement tool YSN has been successfully adopted by CE project
managers. Very little training has been required and users have reported that they have
enjoyed the process of establishing their projects on YSN.

More training and work is required so that CE project managers maximise the capabilities of
YSN including use of analytics and reports.

Examples of good use of YSN by the community are the hundreds of people engaging on
YSN during the Cooroy Butter Factory consultation and the 20 submissions so far received
by the Community Jury via YSN.

Issues

CE project managers are reluctant to specify registration on YSN as a mandatory
requirement to participate in online engagement for fear of people not wishing to participate
if they are required to provide minimal demographic details. This has limited the number of
registered users to approximately 150 at present.

Over 1200 people indicated that they wish to be registered on Your Say Noosa in the recent
Communications Survey. These will be added within the next few weeks.

CE Branch is working with “Bang the Table” to depersonalise the registration requirements
to encourage more users and is also ramping up promotion of YSN.

Promotion

CE Branch is developing a promotional plan for Your Say Noosa to highlight the benefits to
registered users such as email updates, now that there are number of interesting projects to
view and participate in.

It should be noted that it is the CE projects themselves that attract people to YSN rather than
YSN being a drawcard for community engagement.

As CE project managers grow in confidence using YSN, Your Say Noosa will be used to
greater effect and will attract more registrations.

CE Branch is poised to promote YSN employing some CE Project success stories such as
the Cooroy Butter Factory and Design Principles.

New Uses

Community Services are piloting a new use for YSN – community grants applications. Some
modifications have been made on YSN to enable that function.

COMMUNITY JURY

Noosa Council has committed to a single, trial Community Jury to deliberate on a, big issue
that affects all residents, involves significant investment and has far-reaching implications for
the future, which are the criteria for using a community jury according to the Community
Engagement Hierarchy. The issue is: “What is the best option for minimising organic waste
sent to landfill?’
