Introduction



               This report has been prepared for Stockwell Development Group Pty Ltd (Stockwell) and
               presents an independent Economic Impact Statement (EIS) to examine the economic
               effects likely to arise from the proposed Noosa Civic Village Mixed Use Development
               (‘Noosa Civic Village’).
               The development involves the construction and development of land adjacent to the
               existing Noosa Civic Shopping Centre for a mix of shops, cinema, other recreation and
               entertainment uses, bars/restaurants, offices and apartments.

               This report is organised as follows:

               Chapter 2 describes the regional and local context relevant to the proposal, including the
               role of Noosa Civic as a shopping and entertainment destination.

               Chapter 3 summarises the relevant strategic retail planning context, as expressed in
               ShapingSEQ and Noosa Plan 2020.

               Chapter 4 describes the proposal including the proposed uses and likely tenancy mix.

               Chapter 5 examines the need for the proposed additional retail floorspace having regard
               to the catchment served by the centre, population trends and the role of Noosa Civic and
               the wider NBC precinct in serving demand generated by tourists and other visitors.

               Chapter 6 presents analysis of the proposed cinema and indoor recreation components.

               Chapter 7 forecasts sales potential and trading effects on other centres

               Chapter 8 analyses the economic outcomes likely to eventuate from the development,
               including benefits such as job creation and consumer benefits, and the potential
               disbenefits that may arise, for example associated with competitive trading impacts.
