Planning context



3.1 Introduction   This chapter presents a summary of existing strategic planning policy as it relates to
                   development within the NBC, referencing provisions in the Queensland state
                   government’s planning framework (ShapingSEQ) and existing local policy contained in
                   Noosa Plan 2020, as well as recent economic analysis undertaken on behalf of Noosa
                   Shire Council.
                   More detailed examination of planning issues is provided in the town planning report
                   attached to the Development Application.
3.2 Shaping SEQ    ShapingSEQ was prepared by the Queensland Government in collaboration with the 12
                   local governments that form all or part of the SEQ region, to guide the future
                   development of the region.

                   ShapingSEQ has statutory weight and presents the Queensland state government’s
                   planning framework to manage growth, change, land use and development in SEQ, and
                   informs preparation of planning schemes for local governments, including Noosa Shire.

                   The provisions in ShapingSEQ aim to respond to and accommodate projected growth,
                   while ensuring that development is sustainable and responds to the community’s needs
                   for housing, jobs and services.

                   The plan is based on an expectation that the population within the SEQ region will grow
                   by nearly 1.9 million over a 25-year period, requiring more than 30,000 new dwellings to
                   be accommodated each year. Noosa Shire’s contribution to growth is anticipated to be
                   around 6,400 new dwellings and 9,000 new residents over the planning period (refer
                   Figure 5). Most of this is to come within the existing urban footprint in the form of infill
                   development close to activity centres, including within the NBC.
