3.3 Draft On 3 August 2023 the state government released the draft ShapingSEQ 2023 Update for
ShapingSEQ 2023 consultation.
Policies relevant to the NBC are unchanged, with the centre continuing to be designated
as a Major Regional Centre and the same centre policies applied as in Figure 9 in the
previous section.
The Draft ShapingSEQ 2023 Update contains amended settlement and population
growth projections over the 25 years from 2021 to 2046, over which period Noosa Shire’s
population is projected to grow by +19,100 persons, with much of this expected to be
delivered through infill development within the existing urban footprint.
Baseline employment projections are for an additional 8,450 new jobs to be created over
the 25-year planning horizon.
3.4 Noosa Plan Noosa Plan 2020 provides the local planning policy framework for managing growth
2020 across Noosa Shire. The planning scheme was adopted by Council on 17 September
2020.
It is noted that the planning scheme was approved by the Minister subject to a condition
which required that Council commence a review of the provisions of the Noosa Plan to
provide more detailed planning guidance for the Noosa Business Centre in order to
reflect the centre’s designation as a major centre for Noosa and a Major Regional Activity
Centre in ShapingSEQ.
Relevant aspects of Noosa Plan 2020 in relation to the NBC are summarised below.
Strategic Framework
In Section 3.2.1 under the heading ‘Regional Context’, relevant extracts are as follows:
• Noosa serves “as a domestic and international tourism destination with particular
emphasis on nature-based recreation opportunities. Tourism and retail are
significant contributors to the local and regional economy and these provide a
strong platform of leverage for other parts of the economy”.
In Section 3.2.4 under the heading ‘Housing to meet diverse needs of the community’,
relevant extracts include:
• “While low density, predominantly detached housing, prevails in Noosa Shire, as
the population ages, there is likely to be increased demand for a range of housing
that suits single and couple households in locations with good public transport
and access to services and facilities”.
• “Future housing demand, particularly for smaller dwellings, is likely to be best
met through 'infill' development within existing residential areas, on well-located
underutilised land, and within town centres in a mixed-use format. Residential
growth in and around existing centres with ready access to goods and services,
attractive public spaces and community activities is encouraged”.
• “A range of measures are provided to encourage housing affordability including
requirements for small dwelling units close to centres”.
