• Section 6.4.1.2(2)(g) – “Entertainment activities contribute to the economic activity
and vibrancy of the major centres both day and night”.
• The overall outcomes with respect to development within the VMU precinct include
at Section 6.4.1.2(4):
• “ (e) Development includes a mix of small format retail such as specialty
shops, cafes and restaurants with opportunities for small multiple dwellings
located above ground level”.
• “ (f) A small format supermarket, entertainment activities such as cinemas,
hotel, bars, as well as short-term accommodation opportunities and
community uses develop in the precinct”.
Criteria for Assessment
PO6 under the Major Centres Zone Code states that an additional small format
supermarket is established in the VMU precinct with a maximum gross floor area of 2,500
sqm.
PO72 applies to the VMU precinct and states that “the combined gross floor area of all
retail uses within the village mixed use precinct does not exceed 7,500m² and does
not include a discount department store or full-line supermarket”. The Acceptable
outcome (AO72) is that “a small format supermarket is included in the retail mix of
uses with a gross floor area that does not exceed 2,500m².”
PO84 states that “the first stage of development in the Noosa Business Centre Village
mixed use precinct, High density residential precinct or the Business park precinct
(where immediately adjoining either the Village mixed use of High density residential
precincts) includes: […] (g) the construction of a minimum of 3,000m² of commercial
office floor space, capable of use for commercial or professional offices, constructed
in an adjacent Business park precinct or precincts”.
Noosaville Local Plan
Section 7.2.4 is the Noosaville Local Plan Code which incorporates the Noosa Business
Centre Framework & Character Plan which is shown in Figure 10 below. The plan
establishes the precinct-based approach which has been adopted as the basis for the
Development Application, although with some minor modification of the boundaries
between the precincts to reflect the approved and newly constructed subdivision and lot
layout.
