In summary, while the Noosa Plan 2020 supports the role of the NBC as a major centre
subservient only to Maroochydore in its intended higher-order function, it also imposes
several limitations on acceptable development outcomes, in particular with regard to the
additional retail floorspace to be developed within the VMU precinct, and the size of the
proposed supermarket.
The proposed uses and the overall scale of development that the current application
seeks to achieve within the VMU precinct is consistent with Noosa Plan.
The proposed inclusion of a supermarket of 3,500 sqm is not consistent with PO72 which
specifies an acceptable outcome of only 2,500 sqm. However, this represents a minor
increase of only 1,000 sqm over and above the amount of supermarket floorspace
anticipated in the Planning Scheme. The implications of this additional supermarket
floorspace are examined in Chapters 5 and 7 of this EIS.
