convenience centres, the provision of an integrated cinema and dining
precinct would provide a point of difference which is currently not offered
within the Noosa Shire”.

• Possible expansion of floorspace at existing supermarkets:
• Noosaville (noting that this is now occurring with refurbishments to the
Woolworths)
• Poinciana Place in Tewantin

• Peregian Springs
• Additional LFR development (limited by land constraints) at Noosaville
• Small-scale additions elsewhere in smaller centres within the region.
The above outcomes refer to a preferred scenario which models retail floorspace
demand assuming that a larger share of retail demand is retained at centres within Noosa
Shire, reflecting its designated role as a Major Regional Activity Centre and with an
opportunity to widen the sub-regional retail offer.
3.6 Summary Shaping SEQ provides strong policy support for ongoing development within the NBC to
reflect its designated role as a Major Regional Activity Centre with a wide range of
business, innovation, retail, civic and entertainment uses as well as local diversified
housing.
Noosa Plan 2020 also provides strong support for the NBC to grow as a location for
employment and activity. The scheme references the centre’s designation in ShapingSEQ
and identifies it as having the predominant role providing future long-term growth and
employment in Noosa Shire.
Noosa Plan imposes limitations on development scale at the NBC, with assessment
provisions that limit floorspace within the VMU precinct for certain use categories to
7,500 sqm, incorporating a small format supermarket of up to 2,500 sqm. The proposed
scale of development on the site is within the overall floorspace limit but incorporates a
slightly larger supermarket of 3,500 sqm. This is the only inconsistency with Noosa Plan.
The proposed development would incorporate a total of 3,000 sqm of commercial
floorspace, consistent with PO84 which seeks to ensure that initial stages of
development within the NBC incorporate a significant commercial office floorspace
component.
In 2018 Noosa Shire commissioned an examination of retail development opportunity
throughout the Shire. This work endorsed additional development at the NBC to include
up to +17,500 sqm of new traditional (ie non-LFR) retail floorspace by 2026, including a
new full-line supermarket and possibly another smaller format supermarket, and
supported by an entertainment and dining precinct that would help to retain expenditure
otherwise flowing outside the region. The report also supported an expansion in LFR
development within showroom precincts.
