Opportunities will also emerge for other new or expanded supermarkets to open
elsewhere within the catchment to serve the expected growth in local demand.
With respect to the current provision within the planning scheme for additional
supermarket development to be restricted to a smaller module of 2,500 sqm, the
following additional comments are made:
• The floorspace difference between a 2,500 sqm and a 3,500 sqm supermarket (ie
+1,000 sqm) is of marginal consequence given the current level of supermarket
provision within the catchment of approximately 31,000 sqm. Indeed, it represents an
increase of 3% in total supermarket provision, in a market that is growing at close to
3% each year (refer Table 5).
• The larger supermarket module of 3,500 sqm as proposed for the VMU precinct is
consistent with modern expectations by both operators and customers, and would be
of benefit to the community by providing a wider and deeper range of merchandise
across all departments (ie with in-store bakery, butchery, deli, etc).
• The Noosa Shire Retail Plan provided support not only for an additional full-line
supermarket at Noosa Civic, but also raised the possibility of incorporating a third
smaller format.
• The NBC presents an appropriate location at which to provide additional
supermarket services given its role as a sub-regional shopping centre in the hierarchy
and the relatively limited opportunity for other centres to expand their physical
footprint.
• The examination of future supermarket floorspace demand in Table 9 demonstrates
that there is a need for additional supermarket floorspace to serve residents in the
catchment, far exceeding the proposed additional floorspace to be built at Noosa
Civic Village.
Overall, this analysis does not support the intended restriction on additional supermarket
floorspace to 2,500 sqm, subject to examination of the potential trading effects on other
centres as set out in Chapter 7.
