Another 660 or so jobs would be generated indirectly through production linkages and
consumption of wages income, much of which would be likely to involve local
employment generation within Noosa Shire.
Overall, around 1,045 FTE jobs would be generated as a result of the proposed
development on the VMU precinct.
The proposed Stage 2 Retail precinct would generate a further 140 positions, or around
100 jobs in FTE terms, with another 125 jobs created indirectly in the wider economy.
When combined, the two applications represent a potentially significant employment
uplift involving 640 new employed persons within the NBC, or nearly 480 jobs in FTE
terms. With another 785 jobs created indirectly, the total potential uplift could be 1,270
jobs, noting that a sizeable share of the indirect employment effect would be felt outside
the local region.
This level of job creation should be viewed in the context of its contribution to the
baseline workforce projections set out in the draft ShapingSEQ 2023 Update, which
anticipates total additional employment of +8,450 jobs over the next 25 years.

Consumer benefits
Delivery of the proposed Noosa Civic Village, along with the Stage 2 Retail application,
has potential to generate consumer benefits associated with the following factors:
• An improvement in the choice and availability of retail, entertainment and other
proposed uses on offer to the local residential base and visitors to the region. The
added choice would be across a range of sectors including supermarkets and grocery
shopping, the lifestyle retail expected to be delivered in the Stage 2 Retail
development, and in the entertainment and dining sector with the introduction of a
cinema centre and the inclusion of food and drink tenancies around a village green.
• Added convenience for people wishing to obtain goods that might otherwise only be
available with more distant trips to Maroochydore, or for those wishing to shop at the
