new full-line supermarket while on a shopping trip to the only sub-regional shopping
facility in Noosa.
• An opportunity for price competition generated by having a wider range of
competing outlets within the one centre, which would occur with the introduction of
an additional supermarket operator within a centre that currently only houses
Woolworths. The price competition effect is likely to be greater in a market such as
Noosa where the supply of supermarkets is relatively low, and current established
businesses are generally achieving much higher-than-average sales.
• Provision of a wider range of diversified housing in higher density formats, with
multiple dwellings suitable for a range of market segments including downsizers, key
workers, young professionals and entrants to the local housing market, and additional
short-term accommodation to support the tourism sector.
• Introduction of local employment opportunities at the proposed offices, leading to
consumer benefits for the local workforce as people are able to secure local
professional and scientific jobs rather than having to travel into Maroochydore or
even commute to Brisbane.
• Opportunities for local business development by providing a new modern office
offer including potential for flexible co-working spaces which are particularly
attractive for start-ups and other small businesses wishing to secure office tenancies.
• Improvements in local amenity for people living in, working in and visiting the wider
NBC precinct, due to new retail, entertainment, food dining and business services.
• A wider range of visitor-oriented services and amenity with the inclusion of cinema,
bars/restaurants, recreation and entertainment which will create a focus for night-
time activities, thereby helping to cater to Noosa’s tourism and events economy, with
this component supported by short-term accommodation.
Other
Other identifiable benefits resulting from the proposed development include:
• Less need for shopping trips to more distant shopping facilities, including those
located beyond the catchment (such as Maroochydore), leading to positive
externality benefits arising from a reduction in travel and an associated reduction in
vehicle emissions.
• Similar externality benefits such as vehicle emission reductions would be created
through the provision of a wider array of local employment opportunities across a
wide range of professional and scientific industry sectors.
• A widening of the retail offer for both residents and tourists, with the inclusion of a
new shopping facility that may help to stimulate an increase in retail shopping by
tourist visitors.
• The introduction of a range of uses that are in accordance with the policy aspirations
for the NBC, including the co-location of office and residential uses (including short-
term accommodation) that will help to generate a day time and night time population
to support the proposed entertainment, shopping and dining uses.
In summary, the proposed uses to be developed within the NBC would generate a range
of important measurable and non-measurable positive outcomes for Noosa Shire and for
the wider region.
