APPENDIX D: All works within a Tree Protection Zone (TPZ)

Access Through A TPZ

   • Where no other options exist, access is permitted within the TPZ for elements of
approved development works e.g. placement of scaffolding, demolition works, or for
the movement of machinery/materials. To minimise compaction of the soil within the
TPZ, a temporary access route shall be constructed to the following specifications:
   • For light use (compact machinery / pedestrian traffic) - a 100mm layer of coarse grade
mulch spread across the surface of the ground, over which HDPE ground mats, plywood
sheeting, scaffolding boards or similar are to be placed. The movement of compact
machinery and pedestrian traffic is to be restricted solely to these areas.
   • For heavy use (any vehicles >3.5t) – a layer of geotextile fabric is to be laid across the
surface of the ground over which an approved, temporary load bearing surface e.g.
reinforced concrete slab, road base, cellular confinement system etc. is to installed. To
prevent damage to the root system of the tree(s) the ground beneath the temporary
access route must not to be altered in level or compacted prior to the installation of the
       load-bearing surface.
   • Removal of any temporary access route materials is to be carried out with care to
ensure that the ground beneath the roadway is not altered in level or compacted
       during removal operations.
   • All works within a TPZ must be supervised by the project Arborist and are to be carried
out according to the Australian Standard 4970-2009 and as permitted in accordance
with the prior approval of the Council.

Demolition Of Structures Within A TPZ

   • All plant and vehicles engaged in demolition works should either operate outside the
TPZ, or should run on either a temporary surface designed to protect the underlying soil
structure, (as detailed in points above or existing pavement surfaces. Where such
ground protection is required, it should be installed prior to commencement of
       operations.
   • Where trees stand adjacent to structures scheduled for demolition, it may be necessary
to undertake demolition inwards within the footprint of the existing building (often
referred to as “top down, pull back”). Where levels of dust build-up on trees are likely, it
may be necessary to seek the advice of an Arboriculturist on remedial measures, e.g.
hose down the tree(s) immediately following any significant accumulation of dust.
   • Where an existing hard surface is scheduled for removal, care should be taken not to
disturb tree roots that may be present beneath it. Hand held tools or appropriate
machinery should be used (under arboricultural supervision) to remove the existing
surface. Where roots are exposed, they are to be protected with damp hessian sacking
or a layer of mulch (minimum 75mm) to prevent desiccation. Hessian sacking or mulch is
to be watered regularly to ensure root coverings remain moist at all times. When
backfilling around exposed roots, temporary protection materials e.g. hessian/mulch
