Background and Strategic Foundations
‘THE NOOSA CYCLING AND WALKING STRATEGY AND IMPLEMENTATION PLAN
(NCWSIP)’]
Noosa Liveability Survey
The project reflects community feedback from the 2022 Noosa Liveability Survey, where residents
called for safer routes, better transport options and improved connectivity. These priorities are
reiterated in the most recent Noosa Liveability Survey (2026), clearly demonstrating that community
needs remain consistent and underscoring the ongoing relevance of the project. The highest-priority
themes identified across the shire are illustrated in figure 2 below and include 'walking/jogging/bike
paths that connect housing to communal amenity' and 'Access and safety of walking, cycling and/or
public transport'.

Figure 2 - Noosa Liveability: Strengths and Priorities

Program
The project program is governed by Council's Annual Capital Works Programs and two separate
external funding agreements as outlined below. Following the March Ordinary Meeting and the
decision to defer the report until June, extension of time requests were submitted to each funding
body as a mitigation measure to address risks to the project program. Council has successfully
secured approval for the extension of time requests with both the Active Transport Fund, and the
SEQ Liveability Fund. The revised milestone dates are outlined below.

                                                                                          1|Page

Post-Completion Report

Current Project Program
The current program is based on receiving Council support by no later than the June Ordinary
Meeting. Construction is anticipated to begin in October 2026 with practical completion being
achieved in December 2027. The full program, including additional project consultation activities
contributing to the extension of time required is provided at attachment 8. Further delays would put
the project at significant risk, as the maximum allowable extension of time request from SEQ
Liveability has already been sought, and the chance of receiving a second extension of time past
this deadline is highly unlikely. It would also put Councils reputation with grant funding bodies at risk,
compromising future grant opportunities.
Table 1 below indicates current forecast milestone dates as per the project program.

Design changes arising from Community Engagement
Lorikeet Park Boardwalk
The originally approved scope of works south of the Lorikeet Drive cul-de-sac included the
replacement of a timber boardwalk over existing culverts with a concrete footpath, as well as the
construction of an upgraded footpath south of the boardwalk on a revised alignment within Council
managed road reserve.
Subsequent community engagement has highlighted a preference to retain the timber aesthetic of
the boardwalk and to maintain the existing footpath alignment south of the boardwalk. Further
investigations have indicated that the existing concrete box culverts are in poor condition and are
unsuitable for the proposed boardwalk/pathway works to proceed without repairs/replacement. In
addition, community CPTED concerns with the proposed pathway alignment, and land tenure
constraints affecting the existing pathway alignment have necessitated further investigation, which
would benefit from additional time and resourcing.
Allowing for this additional timeframe will also enable greater clarity regarding the design of the
connecting Sunshine Coast Council pathway at the Emu Mountain Road roundabout, ensuring a
seamless transition between the two local government areas.
In light of these considerations, the project team recommends postponing this scope to a future
project stage to allow for more comprehensive planning of the proposed changes and better
alignment with community expectations.

Risk and Opportunities
1. Base Case Risk
Project timeline not meeting the funding deadline resulting in exposure of Council to the part/full
project cost and needing to fund this from Council reserves or future budgets.
    a. Triggers:
          i. Delay in commencement of construction works.
ii. Inability to deliver the approved scope due to delays during construction.
    b. Drivers:
           i. Additional community engagement absorbing programme float and budget
                 contingency.
ii. Deferment of endorsement at Council meetings.
iii. Construction period being pushed into wet season.
          iv. Fuel cost increases.
    c. Mitigations:
           i. Seek time extension: SEQ Liveability Fund (Mitigation implemented and approval
                 received).
ii. Seek time extension: Active Transport Funding (ATF) (Mitigation implemented and
               approval received).
iii. Procurement: Undertake concurrently with engagement activities to ensure a quick
release of tender package to the market.
iv. Approval: Recommending contract award direct through CEO to avoid time delays
               with Council meetings.
           v. Rescoping: removal of works south of Lorikeet Drive cul-de-sac.

                                                                                           3|Page

2. Base Case Opportunities
     a. Existing infrastructure: The project provides the opportunity to address inadequacy and
requirement for emergent works to repair storm water assets prior to/during project
implementation. Further project timeline delays and cost impacts.
     b. Leverage funding structure: As the ATF grant is for construction only funding, matching
the SEQ Liveability contribution. The potential exists to expand the scope of works using
council reserves, matched by the ATF grant, to address emergent and repair works.
3. Scenario Analysis

The following table further details alternative scenarios and the differentiated risks anticipated.
