Dear Patrick,

Response to Recommended Reasons for Refusal - Proposed ‘Boutique Hotel’, Noosa Springs
Golf and Spa Resort, 61 Noosa Springs Drive, Noosa Heads, described as Lot 4 on SP178340

Reference is made to the council officer assessment report for the Planning and Environment
Committee on 11 July 2023 and the purported reasons of refusal provided in the minutes from the
General Committee Meeting held on 17 July 2023.

It is noted that the assessment report provided to the Planning & Environment Committee on 11 July
2023 supported the development proposal subject to conditions being imposed. The preparation of
the application involved advice being obtained from several recognised experts in the fields of
architecture, ecology, noise, odour, traffic and carparking, stormwater management, bushfire,
economic need, and visual amenity. It is my understanding that the Council also engaged experts,
primarily in the fields of noise, odour, traffic and parking and stormwater management. Further,
Council’s odour and noise expert also provided advice at the General Committee Meeting.

Having regard to the reasons for refusal provided in the recommendation from the General
Committee, the following comments are made from a town planning perspective:

1. With respect to the development being inappropriate for the site:

       a. The existing urban growth management boundary is located around the perimeter of the
          Tourist Accommodation Zone; however, most of the existing development including the
          clubhouse, pro-shop, restaurant, day-spa, and parking are located within the Tourist
          Accommodation Zone (refer Figure 1). It is not reasonable or practical for the applicant to
          remove those facilities and provide the resort hotel in this location, in circumstances where
          it is intended to make use of these facilities as an integrated resort complex.
