The evaluation was conducted by the Evaluation Panel consisting of the following members of

Each member of the Evaluation Panel read and declared that they understood and accepted the
probity requirements, which includes a declaration of conflicts of interest and confidentiality.
The tender evaluation panel completed the evaluation process and considered SGQ Pty Ltd to
provide a better value for money solution. The evaluation panel identified that they were
favourable in the following areas:
• Scored highest for non-price criteria and highest for combined price and non-price criteria;
• The offer of $4,874,066.00 (excluding GST) is within 3.4% of the median price of all the offers;
• Demonstrated key personnel and subcontractors with acceptable experience in similar
projects;
• Proposed methodology demonstrated an understanding of the scope and the impact to
community;
• Demonstrated acceptable understanding and application of approach to environment,
sustainability and quality;
• Offered an acceptable level of contribution to the local economy;
• After further clarification during the post tender period, provided full compliance of tender
requirements with no departures of the intended contract.
Attachment 1 – Evaluation Spreadsheet presents the evaluation outcome of the conforming
submissions against the above criteria.
4. Next Steps
Award contract award to SGQ Pty Ltd a value of $4,874,066.00 (excluding GST), which is funded
by QRA grant.
