The ITT issued by Council was based on the applicable grant funding guidelines allowing for the
sites to be returned to functional use. There is no QRA betterment included in this program. The
key components were developed by:
• Scope and technical specifications was led by NorthLane Consulting Engineers Pty Ltd
(previously Erscon Pty Ltd t/as Erscon Consulting Engineers);
• Design was led by NorthLane Consulting Engineers Pty Ltd (previously Erscon Pty Ltd t/as
Erscon Consulting Engineers);
• Geotechnical testing and advice was led by Tectonic Geotechnical Pty Ltd
• Council specific health and safety, environment, sustainability, quality and local content were
led by Council key stakeholders.
2. Tender Process
The original estimation of work was to be higher than $470,000.00 so the work was tendered in
accordance with the Local Government Act 2009 and Council’s Procurement Policy. The ITT for
CN00315 was released via VendorPanel on 31 May 2023.
The ITT nominated mandatory attendance of an industry briefing, held at Council Chambers on
5 June 2023. There were eight (8) individuals from eight (8) organisations who attended. Meeting
minutes and pre-close questions & answers were published via VendorPanel by the due date,
which was five (5) days prior to the response closing time.
The response closing time was 29 June 2023 at 12.00pm.
3. Tender Evaluation
Six (6) responses were received within the VendorPanel e-portal, of which four (4) were
conforming from the following suppliers listed in alphabetical order:
• Durack Civil Pty Ltd
• HEH Civil
• Pentacon Pty Ltd
• SGQ Pty Ltd
There were also a round of post-response closing time notice clarifications issued to two (2)
respondents to ensure clarity of their offers. These focused on contract departures, qualifications
and compliance, understanding methodology, cost and timing.
The conforming responses were evaluated using the Council’s Weighted Attribute Evaluation
spreadsheet against the following evaluation criteria and weightings:
