EXECUTIVE SUMMARY
The Draft Waste Plan represents a comprehensive approach to address waste management
challenges in Noosa. It aligns with the globally accepted waste hierarchy principles, incorporates
community and stakeholder feedback from over 624 respondents, and aims to achieve
sustainable waste management practices while promoting a circular economy and preserving
the environment for future generations.
RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the General
Committee Meeting dated 14 August 2023 and adopt the From Waste to Resource Draft Waste
Plan 2023 – 2028 for further community consultation.
REPORT
The purpose of this report is to present an overview of the key drivers of the Draft Waste Plan
as well as highlight how community and stakeholder feedback helped shape the development
of the Draft Waste Plan actions.
1. Draft Waste Plan – Key Drivers
There are several key drivers for the development of the Draft Waste Plan as detailed in Table 1
below:

Drivers
Legislative requirement All Queensland local governments are required to have a
Waste Reduction and Recycling Plan under the
Queensland Waste Reduction and Recycling Act 2011 (the
Act). The existing Noosa Council Waste Reduction and
Recycling Plan 2016-2024 is close to expiring.
National & State waste targets In 2018 the Commonwealth Government endorsed the
2018 National Waste Policy which preceded the National
Action Plan 2019. The National Action Plan presents
targets and actions to implement and guide the use of
waste as a resource to 2030 and beyond. There are also
