Risk & Opportunities
A key risk associated with not adopting the Draft Waste Plan is the impact on actions already
identified in other Council Plans and Strategies including the Corporate Plan, Environment Strategy,
Economic Development Strategy, and the Zero Emissions Organisational Strategy.
A key opportunity with adopting the Draft Waste Plan is to be a leader in adhering to principles of
the waste hierarchy. The waste hierarchy principles provide a framework for waste management
practices encouraging avoidance, reusing, recycling, waste to energy, and as a last resort - disposal
of waste.The waste hierarchy refers to a set of principles setting priorities for the management and
reduction of waste. It has been adopted worldwide and promoted by international bodies, such as
the European Union and the United Nations.
