3. Fees and Charges Amendments

A number of minor amendments are proposed to the 2023-24 Schedule of Fees and Charges as
outlined in the table below.

An overview of the proposed changes by business area is provided below:

Noosa Community Support
1 new fee for the hire of the tea tree room
   •    The deletion of 3 fees relating to allied health services not currently being offered.
   •    The restructure of 7 fees relating to provision of social support and activities has been
        streamlined into 2 fees with just a daily and half day fee being proposed.

Building & Plumbing
   •    Amendment of the DWB fee charged by Building & Plumbing to align with the fee charged
        by Development Assessment.

Waste
   •    Correction of misstatement of clean fill fee in FY 2023/24 fees and charges register. Set in
        line with full cost pricing based on landfill disposal fee and State Waste Levy.
 A full listing of the proposed changes and movement against the current fee amounts are provided
in Attachment 5.

4. Organisational Establishment

The last review of the organisational structure was reported to the Council at the Special Meeting on
30 June 2023 as part of budget adoption process.

Several submissions were received as part of the budget review process for new and extended
temporary and permanent positions, as well as the conversion of a temporary position to permanent
establishment. Details of these submissions are outlined in Attachment 1. It was also identified that
the previous report contained a minor error where some casual staff had incorrectly been reported
as permanent establishment. Accordingly, overall there has been a slight increase in Council’s
permanent establishment numbers.
