proposed draft LGIP and the Minister’s approval to commence public consultation on
the proposed Draft LGIP;
iii. Make amendments to the draft LGIP if required by the Minister to gain approval; and
iv. Follow the statutory process outlined in the Minister’s Guidelines and Rules including
undertaking public consultation on receiving the Minister’s approval.
REPORT
At its meeting on 16 November 2017, Council resolved to make a new planning scheme under
the Planning Act 2016. Following this, the draft New Noosa Plan (excluding Part 4-LGIP and
Schedule 3) was endorsed by Council for the purpose of first state interest review on 29 May
2018.
Part 4 and Schedule 3 are now finalised and the purpose of this report is to obtain Council
endorsement for the purpose of external independent review, subsequent review by the Minister
and public notification.
Part 4 and Schedule 3 is proposed to be publicly notified with the New Noosa Plan, subject to a
timely review by the Minister.
1. Purpose of the LGIP
The purpose of Part 4 and Schedule 3 (LGIP) of the New Noosa plan is to:
integrate infrastructure planning with the land use planning identified in the planning
scheme
provide transparency regarding a local government’s intentions for the provision of trunk
infrastructure
enable a local government to estimate the cost of infrastructure provision to assist its long
term financial planning
ensure that trunk infrastructure is planned and provided in an efficient and orderly manner.
provide a basis for the imposition of conditions about infrastructure on development
approvals.
2. Current LGIP
On 29 May 2018 Council adopted the LGIP supporting the current Noosa Plan. A considerable
amount of time, infrastructure planning and financial modelling was undertaken over the past few
years to prepare the LGIP including multiple reports to Council and consultation with the State
Government.
The LGIP is now operational and is included as Part 15 and Schedule 9 of the current Noosa
Plan.
3. Draft LGIP for New Noosa Plan
The new draft LGIP for the New Noosa Plan builds on the current LGIP and is an extension to
the work already undertaken. The key differences are considered improvements and / or reflect
the New Noosa Plan framework, do not result in Council policy change and are not considered
significant. The differences are discussed below.
