PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 AUGUST 2018
Priority Infrastructure Area (PIA) and Service catchments
The New Noosa Plan has moved away from catchment planning “localities” opting for local plan
areas focused on land within the urban boundary.
In this regard, the new draft LGIP’s PIA boundaries and Service Catchments will align with urban
land capable of development within the Local Plan Areas. Seven (7) PIAs / Service catchments
are included in the new draft LGIP comprising:
Coastal Area PIA (containing Local Plan Areas of: Tewantin, Noosaville, Noosa Heads &
Coastal Communities as these areas are completely interlinked for infrastructure planning
& provisioning purposes)
Cooroy PIA
Boreen Point PIA
Cooran PIA
Cooroibah PIA
Kin Kin PIA
Pomona PIA
The LGIP is only required to plan for trunk infrastructure to service urban development within the
PIA. However, the balance rural (non-urban) area (i.e. Outside PIA) does place partial demands
on the Public Parks & Land for Community Facilities and Transport networks as included in the
SOW model.
Base planning date
The new LGIP’s base planning date is July 2016 to reflect the New Noosa Plan base date and
coincide with the 2016 Census. Development and population forecasting for the LGIP is in 5 year
cohorts from 2016 to 2031. The planning horizon of the new Noosa Plan is 2041.
Unitywater DMATT model and planning assumptions
An extensive review of Unitywater’s DMATT model was undertaken to establish baseline data
including existing land use, number of dwellings and non-residential gross floor area at 2016.
The provisions of the new Noosa Plan have been modelled and development forecast from 2016
going forward in 5 year cohorts to 2041 and ultimate.
Information from this model regarding residential and non-residential development has updated
the planning assumptions, infrastructure demand models and financial model for the new draft
LGIP.
Of particular note, the SEQRP targets can be met by the provisions of the New Noosa Plan by
2041. New dwellings will primarily be delivered through the take up of vacant lots, the
redevelopment of key sites, mixed use development in town centres and small dwellings.
Additional jobs will come from the development of land identified for commercial and industrial
purposes.
Existing and future infrastructure network Mapping
The existing and future infrastructure networks have been remapped using ArcGIS and
consolidated into GIS layers. This has allowed for easy extraction of infrastructure data for the
purpose of financial modelling and is easily transferable to Council’s intranet mapping system.
Infrastructure Networks
The new LGIP continues with the three infrastructure networks of stormwater, transport and
public parks and land for community facilities. Sewerage and water continue to be excluded as
they are provided by Unitywater and fall under their NetServ Plan.
Minor differences to the networks between the current LGIP and new draft LGIP are outlined
below.
